The proposals were brought forward in 2014, when Tunstall Homes proposed a detailed masterplan, including a new distributor road, local centre, primary school, amenity open space and structure planting. The scheme was one of the largest in the North East and required an Environmental Impact Assessment under current European legislation.
The original masterplan included provision of 2,000 new homes, but following the two-stage public consultation by Results Communications Ltd, and continual dialogue between the client, Tunstall Homes, and Prism Planning with Hartlepool Borough Council, the planning application was submitted for consideration the same year.
Rod Hepplewhite, one of the directors of Prism Planning, which operates nationwide, said the approved application represents the changes in market conditions, and the benefits of adopting a considered approach through early engagement with stakeholders.
“The application, accompanied by a detailed masterplan, originally sought permission for 2,000 homes on a larger area of land but as the towns housing needs reduced, so did the scheme.
“As might be expected of a development of this size and on a greenfield site on the edge of town, the application raised a number of issues, not least the scale of development proposed and proposed access arrangements. We have been working closely with the client and stakeholders to ensure that what was proposed will be of benefit to Hartlepool, as well as the surrounding area.”
The approved scheme will lead to a variety of much needed improvements to the A19, helping to close off a number of dangerous junctions, as well as leading to the start of Hartlepool’s western by-pass, which will significantly help traffic flows across the town.
Hartlepool Borough Council’s Planning Committee resolved to accept the officer recommendation for approval of the planning application for land south of Elwick Road in High Tunstall.
The scheme represents a new record for Prism Planning, which deals with applications for small, one-off developments as well as large masterplanned, multi-use developments.
The proposal was designed to not only meet the housing demand in Hartlepool but to provide community facilities for residents expected to move into the new homes.
Planning consent has been granted for the demolition of the former King Oswy Public House and its replacement with a new foodstore. The decision was made by members of Hartlepool Planning Committee on 3rd April.
The current public house has been closed for some time and despite attempts to market the site as a going concern, no buyer wanting to operate the pub came forward.
Seneca Developments propose to demolish the existing structure and build a new single storey food and convenience store on the site providing around 4,700ft of new retail floorspace.
Prism Planning provided the planning support for the project, carrying out the public consultation on the project as well as preparing and submitting the application. This included a sequential search to justify the site selection. The scheme was designed by Andy Riley, a well respected local architect.

Hartlepool Borough Council has published the last draft of its Core Strategy which will shape the future of planning in the Borough.
The Core Strategy sets out the main planning framework for the Borough for the next 15 years and has been drawn up following extensive public consultation over the past two years.

The headlines of the documents include:
- Allowing up to 5,400 new homes to be built over the next 15 years.
- Achieving this growth within the existing urban area as well as through a major new residential development to the south-west of the town and a smaller, limited area of new housing at Upper Warren.
- Earmarking Wynyard for further executive housing and prestigious business development and Elwick and Hart for small scale housing schemes.
- The creation of green spaces across the borough, including in Golden Flatts and in the new residential development in the south-west and the retention of the green areas which give a strategic gap between the town and Hart and Greatham.
- Promoting tourism and leisure developments, particularly at the marina, Seaton Carew and on the Headland.
- Policies to protect and enhance the town centre area and to support the creation of an innovation and skills quarter.
- Promoting the port, Oakesway Industrial Estate and the Southern Business Zone for business, recognising the town’s three new Enterprise Zones and safeguarding land for a new nuclear power station.
Following the conclusion of consultations, the draft Core Strategy will be examined at a public hearing by a Government Planning Inspector, ensuring that the document is realistic in its aims, the Inspector will also consider any comments made during the final consultation.
